What does it mean?
Swedish rent regulation has its roots in World War II, when the government imposed a rent freeze in 1942 to protect tenants during the crisis. This direct regulation — where the state determined rents — applied until 1968 in Stockholm and 1975 in the rest of the country. During this period, rents could not be raised without government approval, which created stability but also led to deferred maintenance and insufficient new construction.
The utility value system was gradually introduced from 1968 as a replacement for direct rent regulation. Instead of state price control, rents are now negotiated collectively between property owners and the Tenant Association, based on the apartment's utility value. The system has been reformed several times — in 2011, the law was changed so that public housing rents were no longer norm-setting but "rent-leading", and presumption rent was introduced for new builds. The debate about the future of rent regulation continues, with the question of whether Sweden should move toward freer rent setting or preserve the current system.
